Emergency Fix 4.1.1 for ConstEdit Word Processor

This is an emergency fix to deal with the change of the URL of the End User License Agreement EULA, due to a Google Drive security update recently. I overlooked this security update, and the relevant links in the extension were not changed accordingly. This update fixes these URLs.

This update also makes the message, which appears on the popup when the extension icon is clicked if "Allow access to local URLs" is not enabled, more instructive.

Please note that the fix is still pending review by Google and Microsoft. And the update will not be available from Google Web Store and from the Microsoft Edge Addons store, until the reviews are completed. Sorry for any inconvenience caused.
